All files and folders have permissions (read, modify, delete, etc.). A normal user account allows you to modify only the permissions of a file you created, while an Administrator account allows you to modify any file. To do this:
1) Select the file/folder to modify.
2) Then right-click, select Properties, and go to the Security tab.
3) Click on the Edit button. By selecting a user, you can see their permissions.

4) After making the changes, click Apply to confirm.
